Chinese Ambassador to Laos Visits Vocational Training Center Built by Hebei Construction Engineering Group
On April 6, 2026, Ms. Fang Hong, Chinese Ambassador to Laos, accompanied by Counselor Li Xizhen, visited the Oudomxay Vocational Skills Development Center in Laos, a school constructed by Hebei Construction Engineering Group. The visit focused on reviewing the Center's maintenance and operational status.
During the visit, Ambassador Fang held discussions with Mr. Philettong Kheemany, Alternate Member of the Lao Party Central Committee and Vice Chairman of the Oudomxay Provincial Administrative Committee, along with the Center’s director, the Group's maintenance team, and Chinese teaching staff from Hebei Vocational University of Technology and Engineering, which provides long-term technical support for the project.
Ambassador Fang toured key facilities including the main teaching building, training center, dormitories, canteen, and auxiliary infrastructure. She inquired in detail about the living and working conditions of the maintenance team and teaching staff, and expressed strong approval of the Center's operational management and educational environment.
Ambassador Fang encouraged the Center to develop training programs tailored to local needs, with well-structured curricula, student recruitment strategies, and Chinese language courses, aiming to create clear pathways from training to employment and supply more skilled professionals to support economic growth in northern Laos.
On behalf of the Oudomxay provincial government, Mr. Philettong Kheemany expressed gratitude for China's assistance, affirming that the Lao side would fully support the Center's ongoing operations and ensure its long-term success in cultivating talents who will contribute to national development and Laos-China friendship.
The project is part of China's "Ten Schools" aid initiative in Laos and a flagship people-to-people project under the China-Laos Community with a Shared Future. Constructed by Hebei Construction Engineering Group and supported by Hebei Vocational University of Technology and Engineering, it represents the first "vocational education going global" project led by a Hebei-based state-owned enterprise and a local university, delivering a complete package of infrastructure construction and vocational training.
Construction began in December 2023 and was completed in September 2025. The Center now provides vocational education to five northern provinces of Laos, playing a significant role in upgrading regional vocational training and improving local livelihoods
