Hebei Construction Engineering Group is a key state-owned enterprise that succeeded the Hebei Provincial Construction Engineering Bureau formed in 1952 with the approval of the People’s Government of Hebei Province in 1997. After more than seventy years of dedicated development, the Group has grown into a large state-owned construction enterprise with two core businesses and five major sectors. The two core businesses are construction and real estate, supported by five sectors: technology, services, logistics, investment, and manufacturing.
With strong comprehensive strengths, the Group has seen its annual production value reach 100 million yuan (roughly equivalent to 14 billion USD). It holds over 160 general and specialized contracting qualifications including the three top-tier general contracting qualifications for building construction, for public utility, metallurgical engineering respectively, as well as more than 50 service credentials spanning Class-A design (building construction, public utility, and metallurgical engineering), engineering surveying, testing, supervision, and consulting. This comprehensive portfolio enables the Group to deliver integrated solutions across the entire construction industry chain.
The Group is home to 17 experts with various honorary titles, such as talents with access to special allowances offered by the State Council or the People’s Government of Hebei Province top-notch talents, high-end talents, or outstanding talents. It employs over 9,600 technical and management professionals, among whom more than 4,100 hold intermediate or senior professional titles, and over 3,500 are licensed practitioners including registered constructors, architects, structural engineers, and supervision engineers, enabling the Group to deliver efficient and professional services to clients across all sectors.
The Group insists on having its operations entrenched in Hebei Province, spread across China and expanded throughout the world. Domestically, it operates in 31 provinces, municipalities and autonomous regions, and completes the construction of over 2000 industrial, civic or public buildings and utility infrastructures each year. Internationally, it operates in over 30 countries and regions, with local offices in Southeast Asia, Central Asia, West Africa, East Africa and Latin America. Qualified to contract overseas works, generally contract the complete China-aid projects, generally contract the China-aid supplies, and engage in outbound labor collaboration and development, the Group has completed 100-plus overseas works or parts thereof and served the foreign trade and outbound labor services.

In its organization, there are 9 provincial or municipal scientific research platforms like Hebei Provincial Institute for Industrial Technology of Green Buildings and Hebei Provincial Key Laboratory for Transforming Solid Wastes into Building Materials, 1 national-level postdoctoral research station, 1 nationally accredited enterprise technology center, 5 provincial or municipal technology centers, 1 national industrial base of prefabricated buildings, 2 provincial technology innovation centers, 2 provincial technology innovation centers, 2 provincial engineering technology innovation centers, 1 provincial key laboratory, 2 provincial industrial technology research institutes, and 14 high-tech enterprises. The Group has accumulated 92 provincial and ministerial-level science and technology progress awards, contributed to more than 270 national, industry, and local standards, developed over 370 national and provincial-level construction methods, and established more than 220 national and provincial-level new technology application demonstration projects.
